Yeah you should constantly be using them, especially since they took the reagent factor out. The only time I dont use them is on creatures that die too quick such as down arrow mobs. And if you're fighting more than one of those, then shoot it on the one your not attacking to make the most of it. Remember, once the mob it was summoned on dies, it goes away leaving you to wait the full recast time before reuse.
