<DIV><FONT size=2>By the looks of it....he's in the upper 20's.  I would guess he's using the Tainted Reaper from Vault of the Fallen and wearing all of the SK class armor.  I still actually have all the class armor in my bank because it looks so cool...I want to get a full set of ebon and keep that in the bank too, just for looks.</FONT></DIV>

actually im lvl 42 and my sk looks exactly like the OP's, im wearing full legendary ebon armor which looks just like our AQ armor, so when you hit lvl 40 you can look that way agian if you want, however I am missing out on the scythe.
