A SK can use a Tower Shield? Please explain?

I am a level 40 Sk on Nagafen.  Today I saw a level 27 SK with a Tower Shield.  I thought I was crazy but my partner saw it as well.  I then asked the SK and he said he had always used a tower shield :-O   I always thought only Grdians and Bzerks could use Tower Shields.  Please explain if someone knows the answer to my riddle.  Thanks for your help.Squiggy level 40 SK<div></div>
