It takes you to the nearest "safe spot." For instance, if you cast it in Everfrost, instead of taking you to the mariner's bell it will take you to the tent on the shore of the ocean, a ways out from the bell, while in other zones (i.e., Lavastorm) it will take you directly to the bell. I really think it depends upon where you use it and what is designated as a "safe spot."

So will it work for the Jboots heritage quest where you need to 'Evac' to get through in the shortest time?

Yes. Also, in EF...if you're in Permafrost it will not take you to the door it will take you all the way back to the tent on the shore by docks. It's a long run back. <img src="/smilies/3b63d1616c5dfcf29f8a7a031aaa7cad.gif" border="0" alt="SMILEY" /> <div></div>
