Question on spells/combat art upgrade level

Insatiable Hunger Has Issues, I've /bug'ed it several times, When i use the spell, Everyone in my Group Except me Gains the Stupid Proc, When another SK casts it i get the proc but he dosn't, That's just wrong

<DIV>From the times ive looked it seems that the proc does work albeit way too infrequently, what i have noticed back when i cared to look at such things is it will only proc when you are injured and gives you the voracious soul comment, same as the one for shriek of terror but instead of getting 13-18 hps it gives 50-80. Either way its a small and inconsequential gift hardly striking fear into any mob ive come across.</DIV>
