Did they actually patch?

I know they did b/c I can now 'trap' in the CL.But didn't they also say that 20 and up would have increased HP and DMG? NPC and PC? I happened to glance at my HP before logging last night, and I've been watching my dmg closely today and as far as I can tell, everything is the same today as it was yesterday. I'm 21SK so I figured I'd log in and see some changes... but I'm the same, and the mobs I've been fighting seem the same. <DIV>I do have more HP's now. The damage seems not very noticable when fighting even con mobs. Seems the same damage at the same speed. However, when I fight level 19 and lower mobs (questing, etc) my skullcrusher is hitting for 80 now. So =P</DIV>
