Becoming a Shadowknight

Ok i am currently sided with Qeynos because that is where all my friends started out. I want to become a shawdowknight but i found out that i must goto freeport to become one. Also the betrayal quests end at level 17(or so im told) and level 18 is needed to get the shadow knight quest. I was reading some dev chat that said there was a traitor's entrace in the cities. My question is could i sneak into Freeport and train shadowknight without having to betray Qeynos?

Only citizens of Freeport can become Shadowknights. You would have to betray Qeynos.
