Max Health % increase

<div>Are the abilities you get as you level such as the 2.5% health/power + the 0.5% health AA increase take into account gear/buffs, or is it base hp/power?</div>

<div></div>Not sure about the achievements, but the increase you get from traits is base HP/power.  This doesn't effect buffs and am pretty sure it doesn't effect +HP/power from gear, however i'm trying to determine if it effects HP/power gained from +Stamina or +Strength items.
