Help Please

I just dinged level 21 and wanted to start using 2 ebon quarterstaffs. Yet I am only 106 of 106 in my staff skill and you need 110 to use them. When I was level 20 I was 104 of 104. At what point do I get to use these? I have been using a bo for awhile to try and get my skill up...but to no avail... Any help would be appreciated.

<DIV>Your max skill cap is based off levels.  Every full level is 5 points.  This is, however, broken into 5 mini levels, every 2 full bubbles of experience.  You might notice the mini ding, when you hit 20% or 40% etc, and your heath and power refill.  This is a mini ding.</DIV> <DIV> </DIV> <DIV>19 = 95 skill cap.</DIV> <DIV>20 = 100 skill cap.</DIV> <DIV>20 with 80-99% exp = 104 ( 100 for L20, +4 for mini dings )</DIV> <DIV>21 = 105 skill cap</DIV> <DIV>21 with 20-39% exp = 106 ( 105 for L21, +1 for mini ding )</DIV> <DIV> </DIV> <DIV>So if it says 110, that means 0%+ into 22.</DIV>
