hey i was wondering how a good person can become a bruiser, do i need to do betrayl quest?

Yes. The Betrayl quest if you're a qeynos citizen changes your alliance to Freeport, so you can then become a bruiser.

once i do that, can i do betrayl again and go back to qeynos?

You can betray twice, but you cannot be a good bruiser with home city of Qeynos.
