Well i am not a native english speaker so i might have missunderstood it.The way i read it, proc rates are calculated from the base weapon speeds / casting times and not affected by haste. So for example a 10% proc on a 1.5s delay weapon would have an effective proc chance of 5% per hit, even if the character is buffed to 100% haste and 0.75s delay

The 100% hasted weapon swings twice as fast, so you should get twice as many procs with 100% haste.</div>
