Obtaining Devastation Fist

I've searched a bit, but I can't find out which NPC starts the quests that lead to the ability to buy Devatstating (or is it Devastation) Fist.Can someone say which NPC starts these quests?Also, can a 37 Monk solo the quests or will I need to gather a group?Thanks.<div></div>
