Did Infuriating Calm get nerfed?

<P>Agitate Spirit reduces by 5%, I dont remember IC doing the same. In fact, I was happy to see it drop the 1% over the ability that it upgraded, which didnt have a dps reducer.</P> <P> </P>

Infuriating calm has always been broken. It used to be 0%, but it changed to 1% along with the patch that changed Tranquil Blessing to 1%. Lu`Sun's Raging Soul and Agitate Spirit INCREASE YOUR dps by 5%. Striking Cobra decreases the TARGET's dps by 5%. <div></div>

What I think sucks is that it's 1% no matter if you have the Apprentice 1 or the Adept 1 version!!  It really should go up.
