No attack bonus on Focus Energy?

<DIV>The examine on Focus Energy (lvl 36 AE Taunt) states it increases the monks attack.  Using it doesn't seem to add anything to my Attack rating and does not increase any of my offensive skills.  Anyone else notice this?</DIV> <DIV> </DIV>
