Engulfing Rage, is it working properlly?

I have this skill at Adept 1 currently. The skill states it should give a 20% dps/haste advantage, but in combat the dps/haste are only increased 14.8%. I've turned off War Call to see if that was the problem but that skill seems to be working fine. <DIV>I've tested further and while I do get 20% dps/haste buff after casting engulfing rage on the first trigger , almost every subsequent trigger after the first or second ends up at 14.8%. I'm really interested if someone has an idea about why this is happening, I've disabled all other buffs and checked all my equipment to make sure there was no penalties in place that could potentially cause this to occur. It only happens with engulfing rage. War Call seems to work fine.</DIV>

It is definately engulfing rage that is giving the 14.8% buff. I mouse over the active spells icon on the side of the screen as well to make sure I'm looking at the right number.</P>

then it may come from the mob you are attacking that has some special debuff attack on you. it s the last thing i can think of before you can claim it s bugged. i hope that helps you figuring this issue out. one last thing, it may just be a Personna ui bugged.

<div></div>Something similar was happening to me.. Turns out it was just the mentoring bug, as I frequently mentor to my wife's lower level alt.  ER would drop from 28% down to 15-16 or so, but would only briefly (if at all) go back up after I de-mentored back to 70.  Canceling all the buffs, then recasting seemed to fix it.
