Because you need a shield to use it, like the low level ability Press. <div></div>

The only thing they did was change the name.  It previously required a shield and will continue to. Man... I'm so sick of people overreacting about things. <div></div>

Actually, before the expansion, Raging Blows did not require a sheild despite the fact that the spell it replaced and shared the same timer with did, which surprised me when I first got it.  Apparently that was a mistake on SoE's part after all and they wanted to fix it so they did and now they changed the name also I guess so it will be more closely recognized with its predecessor.
