The 20s are nasty for all classes for some reason. Once you get to 30 things seem to improve. Mobs always stun the bejessus out of all melee classes, they have you half wooped before you can even start the fight. Their stuns last for 10 sec and yours last for .5 sec or dont work at all. This is the one reason scouts have a terrible time in melee combat. At least plate armor will keep you alive longer. But mob stuns at all level are way over powered compared to the ones melee classes get.

I seemed to notice similar things as approaching each tier.  I used pristine forged armor that I purchased at the beginning of each tier.  As I moved up in the tier my armor seemed to be lacking until i reached the next tier and could use the pristine forged armor for that tier.  These armors are theoretically good for 10 levels but in my experience only really effective for about 7 or 8.  Maybe this is not your problem though.  I am not sure what equipment you are using.
