Confused about Havoc

I got this spell at 26.6 and dinged 27 about 10 minutes later, and Havoc turned blue to me. I believe we get the replacement (Anarchy) at 40.4 which is a long way for a blue spell to carry me. Is there a point to upgrading it to Adept 1 or more? Am i missing something? <div></div>

Well I think everything that you use should be Adept 1 or App IV as soon as possible. I woudn't waste a rare on it though. <div></div>
