does raging strike work?

I've tried using raging strike by itself, and it's never made me go berserk. I just upgraded last night but haven't tested it yet with the upgraded skill. Anyway, is it broken? When it was at app1, it would bring up the raging strike icon for a very short amount of time, but it never once made me go berserk.
