Silver Razored Whip

I got a silver razored whip the other day and it says it has a magic effect called Muddle Blast Glyph. When I hover over this name it shows me the name again, there is no description of the effect. I have been using this whip for 4 days now and have never seen it do anything to clue me in to what this effect could be. When I equip it, none of my stats change. Does anyone know what Muddle Blast Glyph is?

I finally noticed what it does. It's a DD proc. It says, "Your mental attack does 71 points of lighting damage." It seems to always do 71, so it doesn't vary at all. Anyway, it's nice to have a proc, this is my first one in this game. This weapon is making me miss my venomous axe of the velium brood though.

It was a drop in a master chest in TS. We were fighting giants near the crater when it dropped.
