Assuming you mean in T7;

Taunt resists are generally higher. Are you having problems in the first 10 seconds of the fight, with them just not sticking, or are the mobs peeling later on?

If it's the first case, then because of the resists of taunts, it's more important than ever to switch targets on the pull. Use a bow attack, flay, obliterate, vindictive strike and confront on different mobs in the first few seconds of the fight to ensure you have 1k+ hate on them all, rather than relying on Protection. Use Plant and Wall of Force to make sure everything is rooted around you once you're happy with the position. With single mobs rely more on the damage of flay and obliterate in the first few seconds than pure taunts (but ideally use both).

If the mobs are peeling later on it's often harder to suggest a solution. You should always remember Reinforcement coupled with Beseige is a guaranteed AE taunt every 3 minutes. Note also that a lot of key EoF encounters feature non-linked adds; this includes Irodahl the Originator and Valdoon, the epic for Rain Caller, Emperor D'Vinn, and, although I've not checked, the last encounter in the Obelisk of Blight. In these situations Protection is useless, and you need to be using Reinforcement, Plant, and Stone Sphere, as well as switching targets.

On raids, it's more important than ever to have a raid makeup that buffs your hate generation to the maximum. This means at the very least a Dirge, Coercer, Swashbuckler or Assassin in the MT group. You should also be pretty much mashing every taunt and CA the second it comes up. But without more details on the exact problem or what ability lineup you're using, it's hard to suggest a specific solution.

I don't know if it's still the case post-EoF, but in the past, I've seen Guardians who could get their avoidance up around 70-75%. They were avoiding so much that their Inflaming Defense was not proc'ing. This caused problems holding aggro, even with an Assassin in group. When the Guardian lowered his avoidance (and increased his attack ability), Inflaming Defense really kicked in and so did the extra DPS.
