My understanding is as you collect more pieces to the set the pieces you have get better.It may be possible that the complete set is equiv to fabled.<div></div>

There are Legendary class sets that drop in the heroic instances and Fabled class sets that drop in the raid zones. Those stats look like one of the Legendary items.
