Acceleration strike is an active (clickable) ability.

Hitting it puts a buff on you that shows up under your maintained spells window. This buff lasts for up to three minutes. While it is active, it counts off <successfully landed> damaging combat arts. When the counter hits three, the buff disappears and grants you one minute of the % haste given by the rank of the ability, as well as starts the cooldown timer on the Acceleration Strike skill.

Basically, just play as normal, and pop acceleration strike whenever it's up, and you can make the haste effect it grants perma.
