Depends on your city, I know for Qeynos the guy is a trainer located in North Qeynos close to the entrance to the Temple of Life, forget his name.  You can also look to player made upgrades for your skills via one of the brokers.  Player made upgrades are app4/3 quality or better, plus there is adept 1's from treasure drops as well.  The broker charges 20% comission on the sale though and visiting the seller in person will save you that cost.  There is a broker in the tradeskill instances and also one in each part of the main city.  I think that doing a alt-w should bring up a window that will allow you to wisp to one in the main city.  Even if you do not tradeskill, you can join the basic tradeskill society in your hovel and access the broker there.
