Guardian has a lot more tools in their arsenal than just taunts with which to hold aggro. The group buffs are probably your best tools for maintaining aggro. Most fighters tend to cast these prior to an encounter.. however if you're tanking you should wait till engaged with the encounter so that you get both the buff benefit as well as the aggro benefit to casting your group buffs.
