Hmmm...what's wrong with my AC/HP?

I'm a 21 wood elf guardian, and I only have 777 AC and 793 unbuffed HPI admit my gear is pretty bad, basically vanguard legs, plate helm, quest plate gloves/bracers (working on the quests with friends), a bought shield, and the rest the chain i've had since 10. I can't afford plate/vanguard to fill until I have my full quest gear.I read up on you tanks with 1300 AC and 1200 hp, but I don't see how. Any suggestions/hints? All my character choices reflect more stamina/hit points.
