Where To Start Qeyons Guardian Quest??

Who do i talk to in order to start the Guardian quest in Qeyons.Where is this npc?

<DIV>I can't recall his name, but he's up the steps in North Qeynos on the right jsut before you get the the NPC that hands out the Civil Service Quest.</DIV>

You can complete it at 18 (although it's on the rough side I managed to do it) however you won't be a guardian till you ding 20th.

Delacar Mithanson. He is on the steps of the Qeyons Castle in North Qeyons. He is very close to the same NPC that gives out the civil service quest.You must be level 18 to receive the quest, but level 20 you actually receive guardian.
