Illy epic questline in starcrest commune

<p>since Qeynos rises removed the smal areas, where does the illusionist go to retrieve page 9 of the collection on the Maiden of Mask quest? the door doesnt allow entry even on the quest and i cannot find the named npc that used to be in Starcrest. is anyone has any idea pleas share so can continue the epic weapon timeline.</p>
