<p>Disregard,  I discovered that they merely removed the ability to increase a seperate stat for potency in PvP in general. So basically, it gives a potency increase at an incredibly horrible return in PvP.   <img src="/eq2/images/smilies/c30b4198e0907b23b8246bdd52aa1c3c.gif" border="0" /></p>
