Its very simple. Launcher causes the game client to act differently.

If I run the launcher and log in normally, the game runs. However I get artifacts with layered lighting. It appears to be related to targeting rings. The artifacts never happen when I do not have targeting ring enabled. I RMA'ed my graphics card thinking it was a card issue. It happend with the replacement. It also happened with another card.

If I run Everquest2.exe and log in there, the issue goes away.

I have done a completely new full install, with no change to the behavior of the client. Clean install of new drivers. Tested with 2 different EVGA GTX680 SC Series 2. Also seen the issue with my ATI Radeon HD7950.
