Bloodletter failing to trigger in Skyshine zones?

<p>Is there a reason why Bloodletter fails to trigger in Skyshrine zones? Happened again tonight, repeatedly... counters left, and splat, dead.</p><p>Friend posted a video of it happening to him : <a href="http://www.youtube.com/watch?v=IdSs_JaEzZk">http://www.youtube.com/watch?v=IdSs_JaEzZk</a></p><p>Watch just before the end, about the 15 second mark, he mouses over, showing bloodletter with (2) counters left, and then.. dead.</p>

<p>It heals you by removing health from others, he looks like he's solo there so it won't proc. For BL to trigger at all, you need at least 2 other people in your group (mercs do count but that still means at least one other real person).
