Character transfer 7 day question

<p>Did the 7 day counter for the character transfer tokens on the marketplace start on the day you made the change, or was it retroactive?  Eg say you've been subscribed coming up on 3 weeks now, you are still subscribed (so still in a recurring state), you check the marketplace, and the token isn't there.  Will it show up tomorrow (7 days from the announcement) or should it be there already and the fact that it isn't means you might as well contact support today?</p>
