We understand that there is currently a bug preventing players from entering The Shard of Love. We are working to fix this as soon as possible! We apologize for the inconvenience.

Is this a "gotta be level 90" to see it event? I assume it is, just asking so I don't get too overly excited.

You are correct - the NPC's name is Priest Aaronolis Swornlove.

The Shard of Love should be fixed now, just repatch your game client! International won't be getting the fix until later this evening.

Please pardon me if this is a 'dumb' question, but I read that we are required to go to "New Halas" to take part in this live event. Would that not mean that 'evil' aligned characters are excluded, especially the lower levelled ones?

Halas is Neutral Good just as Gorowyn is Neutral Evil, they won't sell to you, but they won't kill you unless you hit them first.

a live event is a temporary event.. after february you can not take part, so the items you get and the achievement for this quests will be unable to be attained.. taht makes it live..

Found a small problem with the shield and bow quest rewards. They do not want to be mounted as house items. If you try to place them on a wall, they disappear almost completely into the wall, with just a corner sticking out.

Use Ctrl+mousewheel to move wall mounted items near or away from a wall. Worked like a charm for me when trying to place my shield in my SQ house!

Yeah the mouse wheel will now move things out of the wall and in some houses you can sink things into the ground. (just not multi-story homes in the upper floors.) Oddly Pet names are turned off.
