With a new launcher comes new configurations and you may have to re-download many assets especially for test. Keep in mind that the default install path for your new LP4 installation (if you werent automatically upgraded) may differ from your previous installation. If it cannot see the full assets under it's Everquest IITestServer folder it will re-download them.

I have even run a validate and nothing stops it from wanting to install the full game.

I did NOT have this trouble installing on regular EQ2 - only about 13mb download - just the launcher stuff -- followed in the FAQ pictures of what to do - but THIS DOES NOT WORK ON TEST. NO error message - installs launcher and starts downloading the whole game. I am using full install as I HATE the partial thing with the dinosaur marching around.

You go to the Version pull-down in the upper-left corner of the regular game's launchpad, it'll pull up a panel with a pull-down, and you select Public Test from the pulldown and apply it. As with previous Test Server installations, you can speed things up a bit by copying the base game tree down into TestServer (follow the instructions in the text file that's in the TestServer directory) before switching to Public Test.

Test server installs to a subfolder in the EverQuest II game directory. This is by design. Station Launcher handled this a little different by installing an entirely new copy to a new location.
