Gifting unavailable?

<p>I purchased station cash this weekend and wanted to gift my brother in law an item but no matter what I try to gift it has the gift button greyed out and says "Gifting is enabled only for players with an active membership"  yet we both have active memberships as we both pay a year at a time.  Anyhow so what is going on with gifting?</p>
