I have had this AA ability on my illy for months now, it was one of the first AA's I worked to since I pair with a mystic regularly. It has no effect whatsoever on anyone I cast it on. It never has for 20+ levels. Is there some level cap where it only takes effect after level 80? From the day I got it at like level 40 I hit the mystic with it and nothing changed, I even timed spells with and without just to see if it was a UI issue not updating stats. No dice. Hit an SK with it, same deal. Sooo... should I respec or is this bugged?

TC is working fine, it does not display if you look at your offensive stats so it appears it is not on someone.

If you are timing spells then either the person has AA that is causing them to be over the reuse/casting cap already so it would make no difference on that spll whether it was on them or not. It is not bugged other than the fact that it does not update the stats of the person it is cast on in the character stats window.

Your target should be able to see the extra 5% spell double attack in the stats if you have spent the AAs for it.

Fendaria

Ill check it out tonight and see what is going on. I know when Im on my defiler I can tell when I get TC. The mystic seems to not be able to notice and says nothing changes stat-wise. I doubt a level 71 is at the cap but then again those group wards are so long to cast it might just be a perception issue and nothing to do with TC.

is whoever you're putting it on capped in cast speed without it? probably why they arent noticing it. the recovery part is different, you have to be actively queue'ing up spells to notice it really.
