There's an annoying bug on leaper mounts where when you enter a no-fly region you won't be able to jump at all basically (hitting the jump key jumps you about 1 centimeter off the ground instead of the normal full jump distance for a grounded leaper).

For the life of me I couldn't figure out why, but now I've finally found a surefire way to reproduce it.

Repro Steps

Go to a flyable area and jump to full height. Now go inside a no fly area -- you jump to the normal no-fly height.

Now go back outside and only tap the spacebar so you only jump a small distance in the flyable area. Go into the no fly area -- your jump there bugs out and you only jump about a centimeter off the ground.

Go back to the flyable area and jump to full height again and return to the no-fly area: once again you jump inside the no-fly normally.

What appears to be happening is that in a zone with mixed regions the max jump height inside a no-fly region is getting scaled based on how high you jumped in a flyable region. If your last flyable jump in the zone was to 100%, your inside height jumps to 100%. If you only tapped it and jumped say 10% outside your jump inside only goes 10%. The jump inside should always be able to go to 100% of the normal inside jump.

I'd love to see this bug fixed (now that there's some repro steps) since it's one of the major annoyances... you jump outside and then inside a building (say a guild hall) you suddenly can't jump enougn to clear a 2 inch step. I've tested this both in a regular zone (butcherblock mountains) and a guild hall (CL T3)
