First i don't really understand how block % work.

A) Using a 20% block shield it raise my block by like 4%. Apparently it increase your "base" block by 20%. Since mine s 20% i get 4%.

But people on the world chat told me that some adornment do raise the "base block", so i tried a yellow adorn from the thrugadin dock ... 5% one ... and well i got 1%, so again it added to base block.

After that someone told me that block was capped at 75. To reach 75% you need to add 50% to the base which is 20%. But since you need 5% to raise by 1% you actually need +250%.

How am i supposed to find +250% in block ? Ok i have one AA that provide 25 % (so 5%) ... a shield with 30% ...

B) Under what circunstance do mob ignore blocking ?

A) First of all, I would highly recommend the stickied thread on avoidance mechanics up top. It explains everything you need to know. In the meantime, let me walk you through it.

Your "base" block is determined by the protection value on your shield. The higher your protection value, the higher your base block. There's an equation you can run that information through to figure out your base block, and if you provide me with the numbers I'll do the math for you.

There is also a stat called +block chance. Block chance is a modifier and a multiplier--it is basically a value by which your base block chance is multiplied.

So, if you put on your shield and have a 20% chance to block, and put on a +5 block chance adornment, then you multiply 20 by 1.05 to get a new block value of 21.

As for your question about how you're suppossed to get enough block chance to reach 75%, you're not. You will probably never hit the cap without the help of a temporary buff.

B) Block falls under the category of "uncontested" avoidance. This basically means that it is always useful. Stats like +parry and +defense, however, are "contested" avoidance, which means that they don't work well against high level mobs. Even with uncontested avoidance like block, however, a mob can successfully use the "strikethrough" stat to hit you anyways. However, most mobs don't have very high strikethrough unless you've triggered some sort of fail mechanic.
