Oak Matriarch for Peacekeeper quest not spawning

<p>Try as I might, I cannot get this lass to appear in Rivervale. She's needed for the final stage of Peacekeeper. I used to kill her from time to time, back in the day, so I know where she's supposed to be.</p><p>I have a feeling that this might be to do with a change about a year ago that caused Willowmaw the Rotting to no longer have any placeholders. Which is neat, except that one of his placeholders was, I think, the Oak Matriarch, another named. Or at least they always spawned in much the same spot.</p>

<p>I've killed her quite a few times in the past several weeks while working on AA and the HQ in Rivervale. It always worked by killing Willowmaw the Rotting and pals, and then walking into the area where he was standing. She and her group would then spawn on top of my group. I always pull Willowmaw out since I noticed she would pop right on us if we were in there after he was chopped down. (I've never done the Peacekeeper quest.)</p>

<p>Aha! I'd never known that about her. She'd always just been standing there when I met her previously.</p><p>Took a few moments to find the right spot, but she did indeed reveal herself.</p><p>So, Peacekeeper, not broken, but not terribly obvious either.</p>
