Servers are down for maintnance. They appear to have changed their patch days from Tues/Thurs to Wed/Fri.

Hmmm, hoprefuly they fix this. Yesterday one of my 3 account would say this when it tried to start the game. I was able to log in to my other two, on the same computer, same situations, but one of them kept saying that exact same thing as OP. Kinda odd.

Well lets hope they fix something. Havent reported it yet cause im too lazy. If its the same tonight SOE will surely hear from me

Usually says that when the servers are actually down. It's not impossible to have a corrupt, or old, file affecting this as well. That's typically handled by the LoginCache or LoginCache-US folder. Deleting either folder (you should only have one of these) will force the game to re-download the information. You will find these folders in your EQII game folder.

This won't let you in the game if our servers are actually down but if you are certain that they are up and having this issue, go ahead and delete that folder.
