/petition not working

<p>MSVCP71.dll is an older library that may not be available with Windows Vista/7 by default.</p><p>If you already have Legends of Norrath installed (as in, it's checked in the LaunchPad options) the Legends Of Norrath folder will contain a valid copy of MSVCP71.dll which you can move to your main EQII folder to prevent the error from occurring.  However, the error itself shouldn't prevent you from continuing to open that petition.</p>
