Noxious Enfeeblement. Working as intended?

<p>After pouring through ACT after raid, I'm wondering if the crit bonus debuff from this is working at all.</p><p>For the zone we were in, players over 240 crit mit were seeing practically no crits, while those under were. I was keeping my enhanced nox enfeeblement(20 cc & cb) up as much as possible. The I switched to a different character, & checked ACT again after, & the same people, above 240 crit mit didn't get crit, while those below did.</p><p>Kinda makes the extra points in it less desirable? But even without the extra, is the mob actually getting debuffed by 10 crit chance & crit bonus? It didn't seem like it tonight.</p>
