I went through our logs and your connection attempts are returning 2048 errors which are typically firewall or anti-virus related. I do recommend completely disabling any Windows Firewall and any antivirus or security suite software. Make sure you are running the LaunchPad as an administrator as well by right-clicking the icon you use to start the game and selecting Run as Admin.

If nothing suggested there fixes it, you can try an uninstall of the program and reinstall. Go to the Computers Control Panel, Uninstall a program, and then find "Station Launcher" and uninstall that. It'll keep your games intact (maybe not for the streaming?). Then go to http://launcher.station.sony.com and download that version and reinstall.

I don't have any firewall or anti-virus on my comp, yea I know bad idea, but I never had peoblems. But some where down the line I changed my internet options and I am thinking that The launchpad is being blocked by my internet options some where and not sure where or what setting i need to chang to let the launchpad go through.

If you only remove the launcher it should keep the old files. Additionally you can direct it to where the last install was. Also you should be running as admin if you have this sort of issue.

Another choice that some of the TSR's have been suggesting is to try the new v3 launcher at http://launch.soe.com/eq2/ but I personally dislike the new launcher a bit basic.. but if it fixes things then may as well. Just have to be aware that you will have to locate the install yourself.
