Yes! If you do the crafting quests in Sentinel's Fate they'll be unlocked afterwards: Tier 9 Recipe Books

Access to merchants selling T1-T4 books can be gotten by running crafting quest series in various zones (see http://eq2.wikia.com/wiki/Tradeskill_Timeline for details on them). T6 books can be gotten through the Courts in Maj'Dul. The easiest way to get faction with the Courts is by the Court tokens the guards in Maj'Dul drop. The tokens drop even when the guards are grey, so get a friend with a high-level adventurer character to clear a few of the guard towers and give you the tokens. It took my berserker about a half-hour to clear enough towers to get a crafter up to max ally faction. T8 books require faction with Bathezid's and Danak in RoK (Fens and Jarsath zones respectively). Crafters will have to run the quests and then do writs, hybrid crafter/adventurers can run the adventure quests making it much easier to get faction. T9 books you can get access to through the Sentinel's Fate crafting timelines (the faction required is separate from the adventure factions) and then running 3-4 iterations of a daily repeatable (additional special recipe books require more faction). T5 and T7 are the only tiers where the Advanced books aren't available from a merchant.

If you have an adventurer character with Maj'Dul court faction they can get all the T6 books for your crafter alts - books are heirloom now.

Just to expand on the T8 info above: T8 lower half are from Riliss or Bathezid, T8 upper half from Danak. There are daily non-combat quests as well as writs to raise faction for all 3 of these. While the quests are in high level areas they can be done by a low adventure level crafter if you are careful. So you can do quests or writs or a mix depending on your tastes.
