Fishbone Mail Armor of the Othmir??? missing a pieace for scouts?

<p>My 90 ranger has completed all the quests for the Othmir, but I seem to be missing a part of armor? The arms!! It looks like there is one quest that gives an extra piece for everyone but scouts...is this a bug or did I some how miss something? Or is my armor set meant to not have arms?</p>
