After looking through the Crafting Timeline on ZAM and other website, and trying myself to hail the appropriate NPCs and asking others, it appears as if Tinkerers are unable to get at least some of the new recipes provided by Fenwick unless they are 85+ or whatever level in one of the other tradeskill classes, which really doesn't make a tremendous amount of sense to me.

I noticed that when I was in beta but didn't give it too much thought at the time since my tinkerer is also a 90 tradeskiller. The fact that the secondary tradeskills level limit is based off of the higher between adventure or tradeskill level limit, would probably suggest that the tinkering quests should be stand alone for tinkerers, or at least have a way for level 90 adventurers who have tinkering skill but no tradeskill, to gain access to those quests/recipes.

The Tinkering tradeskill quests are part of the tradeskill quest series that starts at Fina's Retreat with Matthew.

If you do the series you get sent to Fenwick at the appropriate point and can then do his first quest. If you are also a high lvl tinkerer, once you have done his first quest he will offer you another 5 quests.

As with most quest series in the game you need to do them in order. /shrug

The concern isn't how to get to the tinkering quests. The OP already checked that out on Zam. The concern is why it was done this way, since with secondary tradeskills you don't have to have any primary tradeskill class, or levels.

What the questline does by being setup this way is prevent any tinkerer who may not have a tradeskill class from having any access to these quests. This is why I honestly think they should change the tinkering quests to be stand alone, or find a way to allow a high level adventurer with a high enough tinkering skill for these quests to still be able to access them in some manner. As it is now, if your 90 adventurer, 450 tinkerer, is a level 9 crafter, they will never have access to the tinkering quests unless they level their tradeskilling. It would be different if secondary tradeskill classes like tinkering and adorning only worked off of your tradeskill level, unfortunately they can work off of your adventure or tradeskill level. This can create an issue with the tinkerers who were expecting to be able to do these quests.

To my knowledge those quests were designed as a bonus for crafters who were also tinkerers -- they weren't designed to be quests just for tinkerers in general. Yeah it leaves adventurers who have done tinkering but don't craft without access to those quests, but so what?

Tinkerers cannot grind faction, or get dropped recipes, or anything of that nature.

That seems reasonable to you?

Tinkering is a secondary skill. You can't just be a tinkerer or adorner and grind out SF crafter faction either.

I don't care if there are quests to whatever other end that require other tradeskills in addition to tinkering.

I'm just saying that the tradeskill requirement to advance tinkering in DoV should probably be tinkering itself.

450 is still the cap. There is no basic blueprints, etc. This is part of the tradeskill quest line, that if you happen to also be a tinkerer, continues you on to make an item needed for another tradeskill quest. The item is tradeable and can only be made on a device on the docks that you can't even see if you've not done the prior quests. And some of the "blueprints" you're probably seeing are not even tinkering recipes, or at least recipes that you keep. The boomba, zoomba, and loomba for example are "blueprints" that create an item for a quest (geomancy, not tinkering, because my non-tinker done all those) and are removed from your book after completing the quests.

Edit: If I recall correctly the only blueprint that actually does remain in your recipe book after you do Fenwick's quests is the spirits needed to progress the shawl quest.
