Game running fine over week, now half-freezes when downloading

Just today the game started having an odd problem i'm not able to fully describe, the best i can do is that it sometimes stops loading on the launcher when it reaches checking 95%, and almost always freezes whenever the little "ostrich lizard" appears on screen to show that its downloading, anyone have a solution to this?

Also worth noting the computers hard drive and the mouse cursor seem to be working fine but i cant exit the game or close it in any way, also opening the launcher if the stop at 95% checking happens seems to start downloading a SECOND copy of the game because the first launcher is running and uncloseable in the task manager
