Frostfell armor?

<p>Is the snowflake effect on the Frostfell armor level dependent? Several of my toons have the full set of armor on them, but i see no snowflake frost effect like i saw on last years frostfell armor. Just to make sure my video settings were not blocking my seeing the effect i put it back on a toon of mine that got it last frostfell and had no problem seeing the effect, the armor on this toon was level 52 at the time of the armor purchase. All of my other toons that recently bought the armor are under level 52 and the effect is not there, so i am wondering why?</p><p>p.s. I am underwhelmed at the Velious background look for the forums, poor contrast, bland coloring and its hard to see where the sticky messages end and the regular message begin. <p>Yep, I believe level 52 is the first level that the snowfrost effect appears.  Its definitely not on the gear lower than that, which is really too bad. </p>

My ranger has the lvl 52 armor and the only snowflake effect is from the level 1 appearance helm. Graphics maxed.
