Moving a character from account 2 to account 1

<p>I've got a character on a 2nd account I'd like moved so that I can take advantage of the bonus tradeskill exp for multiple characters at max level.  I know it costs 2500sc  and I have the sc to do it, but I have a question.  Does the sc have to be on the account of the toon moving or on the destination account or does it matter since they both share the same name/address/payment/etc?</p>
