My home town is Qeynos. I have been able to do the writs for Qeynos, Kelethin, and Halas. For some reason, I can't do Gorowyn (must be a resident), even though I could do Kelethin and Halas without being a resident. Seeing as Gorowyn is a neutral city, I don't see why I shouldn't be able to do their city writs. Also, Freeport is an evil city, yet my the factions inside it see me all as indifferent, where the city hates me. So can I do the writs for Freeport factions if I can get to them, seeing as they are indifferent to me?

Gorowyn is not a neutral city faction wise. They are evil alligned. You are not allowed to start any good alligned race or class in the city.

The neutral of Gorowyn is the fact that they allow any allignment to move freely through the city and use the NPC venders/banker and such. Writs in the newer cities are faction based (ie evils can't get Kelethin writs anymore, can't get Halas writs (or they couldn't last time I checked) and goods can't get Gorowyn or Neriak writs). I have in the past gotten lower level Qeynos writs, the ones you get within the city, with my Neriak based defiler, I assume the same might be true with FP but I never tried. That may have changed at some point, it's been more than a year since I bothered and you can not get writs from the outside of the city writ givers if you are not of the proper faction.

Its somewhat inconsistent in Freeport and Neriak, in that some lower level tier writs can actually be shared with "good" aligned characters, the same as Qeynos and Kelethin ones can be shared with "evil" aligned characters (the ones that auto complete obviously, and only the first time the writ is completed). I'm not sure if you can still sneak into an opposite aligned city and take the quests yourself, I think they "fixed" that a while back, but you can definitely share them the first time still.

The Gorowyn (and presumably Halas) writs follow the newer format where they can only be shared with toons of the same alignment, even when they auto complete. Its too bad, its so inconvenient to end up with a group of people trying to do writs and ending up with people from different alignments needing different mobs.

When Kelethin was first introduced mah Assassin was able to do their city writs, didn't get the faction though, but it didn't take SOE long to remove that entirely
